Do you have a scanner or access to one at a school or library? Because then you can do external fanart (paper, pencil, marker, paint, etc) and then just scan it to a computer or disc and upload it. Also, most computers like Dell already have a Paint program in it anyway, so you can use that to color or draw (if you have a really steady hand or tablet). However, if doing art is something you plan on doing a lot of, it might be to your benefit to get some software like Paint Shop Pro or Photoshop in the future.
