I think all five of them wear boxers. Briefs exude uncoolness for guys their age, and though it's just my personal opinion, boxers are far more comfortable.
Rev is the only one with a practical reason to do otherwise (at least while he's in uniform/on duty), but spandex compression shorts fit the bill better than briefs and are usually still more comfortable. Even with running taken into account, he could still be in boxers all the time. I certainly don't have superspeed, but I was a sprinter for five years and running is still my sport of choice, and wearing boxers has never been a bother.
... a thought: How do we know they even wear separate undies under those uniforms? They might not need them.

B_O: The idea of the 'tics going commando does make me smile, but I was being quite serious. The uniforms might be designed to be perfectly comfortable without anything underneath. It's not unusual to not wear undies with some special-purpose garments (usually tighter ones), and the 'tics' uniforms are pretty form-fitting.
Shagster: The uniforms are the same on the outside either way, so what difference does it make what he wears? Unless he wears a thong, 'cuz that has the added effect of being hot, even just in principle. ;)
Kaejae: Go take a look at your own jeans pics, in which Tech has boxers - proof that your just being a meanie-(under)pants. XP I'd also like to note that Rev is wearing only denim and a smile.

Although it was never officially stated this only had to do with them in uniform =P
I was thinking more along the lines of their casual selves (which we unfortunately hardly ever see).

That drawing's by Jodi Seer on DA. Her little story is that Rev is jealous that Rip will be working close to Tech along with him, and that Rip is accepting the legendary blue colors of the original roadrunner; something that Rev himself was working himself up to feeling worthy to claim one day. At least that's what her little background story on the image was.
