Basically what Techfan is trying to say is that some drugs can get people to hallucinate strange things, or see things that normal people may not see (for example; pink elephants).
No one was taking drugs but I the clowns knock a bottle of beder into the watter barrel. Then Dumbo and the mouse comes along and drinks from the water. No druggies but drunkies. ^_^
