It is said that the eyes are the windows of the soul. I'm inclined to agree.
The Loonatics are drawn with detailed colored eyes: large eyes with whites, colored iris with highlights and black pupils (for lack of a better term, we'll just call them "anime eyes"). Zadavia and Tweetums are also given detailed colorful eyes. So the "anime eyes" seem to be a trait consistant with good guys. Non-important citizens of the city tend to have whiteless "Charlie Brown" dot eyes.
After looking through the episodes and Zadavia's screenshots, it is apparent that nearly none ofl the villains possess this characteristic (including the villains for S2 like Elmer, Pierre, and Rocky and Mugsy). They almost all have cartoony "dot" eyes (pupils, no irises), sometimes with colored "whites", or even completely covered eyes. In some way or another, they lack the "anime eyes" we associate with "good guys".
There are only two villains (so far) who possess the "anime eyes". The first is Deuce, who we all (audience and Loonatics) believed to be good in the beginning. The detailed eyes, a trait that is usually associated with heroes and good guys is used as a disguise, a small subtle mask that added to the audience's belief that Deuce was on the side of the light until the big revealation. So Deuce did portray the image of a goodie, if only temporarily.
The second one is Marvin's descendent. Now this may be wishful thinking on my part, but why would the designers be marking the Martian as different from all the other villains? Especially with a trait that is most associated with the heroes of the show? Are they hinting to a possible future? Well, there is a missing color in the spectrum. . .
To be fair, I must include counter arguments. Martians only have eyes as facial features, so it may have been something done to distinguish the descendent from his ancestor so as not to confuse the audience (the uniform is practically identical save for the brush). Maybe it's just a coincidence. We'll just have to wait and see what materializes in his debut.

Interesting insight. Since it's shown consistantly that the important characters do have the more detailed eyes, perhaps the Martian character will be vital to the story.

Don't you just love detailed observations of minute features! Good inspection work there Martiangirl! I think some Martian fangirl's getting excited about a Marvin descendent appearance! He! He! He! It's true that all the significant characters of the show have detailed eyes with coloured irises. It's something that seems to distinguish them fom the less important characters. I think this is a technique on the animators' part to get the audience to pay more attention to and to like these more important characters, by giving them more stunning and beautiful eyes that make us look closer at them. Quite a clever technique actually.
And i too noticed Marvin's descendent's coloured irises (blue was it?) when i first saw him in the S2 opening. That feature immediately distinguished him from previous LT Marvin portrayals for me. Very interesting indeed. Perhaps as you predict Martiangirl, Marvin's descendent will have a major or important role in the show. Perhaps he'll make a 2nd appearance for the S2 finale or something?
I've noticed this for a long time, as well. The characters seemed to be very detailed, with different coloured shadows and tints not only in their eyes; but everywhere else and they make their shadows a specific shape.

I think his eyes are violet. (the missing color in the spectrum)

Technically, there are actually two colors missing in the spectrum (violet and blue), but people tend to lump Slam into "purple" (any shade between red and blue), sort of unofficially giving him both violet and indigo. So blue is the missing color in the spectrum.
Rev= red Duck= orange Ace= yellow Tech= green Slam= indigo (or "purple") Lexi= pink (technically not in the spectrum but is a mixture of red and white)
If WB plans to fill out those potential spots in the future, I just pray a small yellow canary does not appear in one of the slots (shudder). I'd rather they all remain empty than that!

Actually, we`re msising cyan as well, it`s sort of a mix between blue and green, more prominent in the two circles of light color (RBG and CYMK). Most think of it as light blue.
Well I was just going through the scientific light spectrum, which only recognizes 7 colors according to energy levels (Roy G. Biv), not any of the shades in between.

Well, maybe the reason why the Loonatics and villains have manga type eyes are so that they make the characters more appealing than the towns folk. I mean, would you write on these message boards saying "I have a really big crush on that guy I don't know his name, who was running around, fleeing for his life in Comet Cometh"? Nope. Cos the Loonatics are the main characters and they appeal more to us cos of the eyes yes. Plus they are decendants of the well known Looney Tunes.
But there is only one minor character that I absolutely despise. That kid at the beginning of "The Attack of the Fuzzballs". I despise him! First his voice annoys me saying "You wanna snack?" and chews really loud! Then when he sees that giant monster in his room, normally you'd imediately run to your parents and tell them to get out. Instead, he puts his back against the door of his room where obviously the Fuzzie was almost gonna kill him! But the worst part is that he actually sleeps with rubbish in his bed! What sort of self respecting child, sleeps with rubbish lying around in his bed!? I could understand if they were homeless and have no choice but to sleep like that but that is just atrocious! Does his parents tell him to clean up the mess!? I just despise that disgusting, annoying little brat!
I noticed how that kid in "AotF" slept with all those snack wrappers spewed over his bed too! That's just unhygienic! Shame on his parents for not teaching him to be more clean!
And according to the press release, it seems as though she's going to "pose as a good guy" in the beginning, too. So she isn't going to appear to be bad from the start.

"Pose as a good guy"? You mean in welcoming Lexi into her women-only tribe?
And since she's the queen of "a race of beautiful, powerful women" (as quoted from the article), well most of the women probably will have defined eyes, in order to make them apear more beautiful.

With all the other villains (save Deuce and Grannicus), it was obvious of their intentions from the first minute into the episode. If we hadn't seen the press release in advance, I think most of us would have thought Athena to be all right until she finally revealed her intentions.

Or anyone with any knowledge of the Amazons would probably see what was coming with the "Apocazons"!
Except that if all the S2 villains pose as good guys, then that itself becomes predictable.
Maybe the Apocazons don't stay evil, but are reformed. Maybe they are taught that both genders are equal and they must learn to accept that, even if they don't like them. So they are more like the Amazons from Justice League, in that they stop trying to kill men off.

Well, how would they really incarcerate Queen Athena? It's a different planet with different laws, so technically, what she's doing might not be illegal per say. Unless every single person in her tribe rose against her in rebellion.

That raises an interesting scenario. What would the Loonatics be willing to do with a villain that is not familiar with the general laws of civilised society? Would they still have her imprisoned to prevent her from posing any future threats? Or would just halting her plans be enough?

I was originally gonna make Cassidy have blue-green eyes, but then as I watched the series, I noticed there were no brown eyes, and there was way too many with blue or green. I wanted Cassidy to look a bit different (coz of her mysterious background).

oh i most definitly agree with u martiangirl, i realized the anime eyes as u so call it XD and realized that the villians all sorta had different eyes, i don't know if deuce and marvin are going to fall to the good side, but i did notice the eye styles (since drawing the eyes are one of my faveorute parts of drawing)
